It will be recollected that Mr Wise originally left England in order to take up the position of Clerk, or Associate, to the Chief Justice of Hong Kong, and that his passage money was granted to him by the Secretary of State's despatch No. 32 dated the 2nd February 1888. At that time he was an applicant for the then vacant post of Police Magistrate, but he did not draw his passage money, when granted to him, as it was his intention to resign his post, even if he were not appointed Police Magistrate, with the view of practising his profession at the local Bar. In August last he resigned the Clerkship, appointment having been made to the Magistracy, and in December the Magistracy was offered to and accepted by him.
Under these circumstances it is submitted
